Why isn't the background photo I'm choosing not popping into the canvas?

You may have dragged your photo further down the canvas halfway mark. That area is designated for resizable images.

If you want a full-size background image, drag the photo to the top half of the canvas area only. This will make the photo pop into the canvas entirely.
