Is there a Stencil app for iOS or Android?

Not at this time. Stencil is designed to be used on a slightly larger screen and is intended for use on a Mac or PC with a modern browser (such as Chrome, Firefox or Safari). Stencil can be used from Safari mobile on iOS but is not optimized and will likely be a less-than great experience.
